Responsible?

Here we are in the middle of winter and I see we have more climbers in trouble on mount Hood. After the deaths of three climbers little over two months ago and all the media hype that went with it I really start to wonder about the foresight of these individuals. Not even having a clue as to the cost of a search and rescue operation. I wonder if these folk’s who get stuck should be made to pay for their recovery? Should they have to set up some type of escrow or bond to be permitted to climb?
